This index measures reported extreme-news intensity, not crime rates, overall safety, or predicted personal risk. Only stories with evidence that the event occurred in the target city are eligible. Multiple publisher reports about the same event are clustered before scoring.
Shootings, stabbings, major fires, disasters, lockouts, and other serious public-safety incidents inside the city. Routine single-vehicle deaths do not raise the score unless they are a major crash (multiple deaths, many injuries, hit-and-run, or a major closure).
Old crimes in today’s news, trials about past years, stories about a resident that happened somewhere else, county-only incidents, weather warnings with no damage, and entertainment copy.
This is not official crime statistics, not a personal-danger prediction, and not a quality-of-life ranking. Incomplete coverage is labeled Unverified and has no public score.
Ranked cities are ordered by the 7-day score. Article count is evidence, not a multiplier. Publisher popularity and dramatic wording are ignored.
Each event contribution is seriousness × evidence strength × how recent it is × how sure we are it was in the city. Distinct events combine so one serious event stays serious and extra events add diminishing burden. The public site does not use internal pipeline names.
